Is so called hardscoping/scoping allowed in 1.+ version? new rules?

I was playing ac 1.1.0.3 for the 1st time from 1.0 and i was scoping alot, struggling for accuracy. and suddenly this particular guy snipe kept annoying me. I was like WTF. Is scoping an offense in new versions of ac? Cuz it wasnt an offense as far as i know since 1.0 unless its a latest rule. Any1 care to clarify?

I don't think scoping is forbidden or should be an offense. I think some n00bs just seem to have fun annoying people. I'd say there's nothing to worry about on that case. Cap0ne's state of mind.
